Antique Victorian belt buckle hat pin stickpin Art Deco belt buckle pin set

Hello
Rare and beautiful set. it is either Victorian or Art Nouveau era.
I am not sure what the blue center material is, plastic or similar- the rest is metal.
Good preowned condition with age appropriate ware, no end cap for the pin, belt loops are bent.
Photos are the biggest part of my description.
